Okay, I guess this sort of makes sense. However, I still don't see why a hunter is needed to do this job. Couldn't the pack handle it themselves?

I doubt it's Con, simply because we haven't seen any indication he's reaching his decline. I also feel as though Con would be a little more resistant to being put down, especially considering the power struggle that's going on within the pack and the fact that they still have a barely-under-control thrall to deal with.

If it is Con, we've officially checked off every item in the Cerebus Syndrome checklist.
