I doubt Con has explicit permission to do this in particular but he likely has permission to unilaterally act against clear threats to the pack. Gus has harmed at least one member, voted to harm of two others, has obvious motive to kill the sheriff and Pack Alphas. If that doesn't rate, I don't know what does.

It couldn't be Sarah/Parkie. She seems to have learned to moderate her behavior in dire she-wolf mode. Even as the hulking werewolfess, Sarah is quite a sweetheart. The way she bolted across town to comfort that stray kitty for example.

I think people are forgetting that good or neutral characters can still be killed off. While, again, this isn't Game of Thrones, where characters seem to expire because George R. R. Martin happened to hit their portrait on his dartboard that day, PitW doesn't come across as a story where all good people live and all bad people die.

Well, much of what goes on in Game if Thrones is mesing with fantasy reader expectations. The Starks, at the outset, sound as wholesome as the Ingalls. Then the skeletons come tumbling out of the closet.

Then the girl who so wanted to be a princess, in the style of Disney, gets her wish.

Then the bold impetuous heroic young king marries for love.
