Let's see: Blonde male, eccentric dresser, probably thinks he's a badass, and has the fleur de lis on his bracers which may or may not indicate religious zealotry. I'm actually glad that the old lady pointed out that he's a man because I was having a hard time telling.

If a werewolf then a possible future boyfriend for Butch.

If a human then possibly a werewolf hunter.

I'm guessing successful werewolf hunters do NOT dress so flamboyantly. If your target knows you're a threat, there goes the element of surprise.

Is it just me, or does this character seem like an Edward Elric expy so far?

This guys looks and overly dramatic internal monolog remind me of Tiffany Winters (A Expy of a certain Blond Vampire Slayer) from the Web comic Eerie cuties (as well as it's spin off) where she is a known cloudcukoolander with a tendency to make overly dramatic pronouncements and monologss.
Hopefully he'll turn out as funny and (if he really is a were-wolf hunter) just as incompitant/easily distracted.

Also he does look a lot like Edward Elric, right down to the height and baby face.

first impressions suggest he is a fusion of Edward Elrich (Fullmetal Alchemist) with his Napoleon Complex, and a blend of Vash the Stampede (Trigun) and Alucard (Hellsing) for their dress sense. Whether he is a competent monster hunter remains to be seen...
