And then it turns out that the burger joint is really just a front for Aminal Control (hey, we never saw what they look like under those hazmat suits), who built this place in hopes of luring the werewolf.

Assuming the manager's not lying, it's a reasonable enough story to believe. Especially after the photo last page and how friendly Brooke was being. That wraps up this segment of the story nicely enough and Kris did say the restaurant characters were one shots so that explains why we wouldn't see them again.

Of course if the rest of the chapter is fallout that means it's probably just part of an evil conspiracy and that's just what they want us to think!

I'm just gonna mirror what lots of other folks here have said. The only real peaceful way of resolving this is to let the manager and all the employees in on the secret and cut a deal. Imagine his reaction when Con tells him that 'Parkie' is here in the restaurant right now.
