There's another island with no naturally occurring wolves, where foxes took over their niche. Ireland. Wolves were hunted to extinction in Ireland by the 1600s (which may have been part of a Werewolf purge in the PitW-verse) so the more 'clever' Were Foxes might have taken over. Hence, you may see Caucasian 'Kitsune' as well as Japanese ones.
A werewolf with an Irish surname would be highly unlikely, likewise Bears.
No were pandas in Asia, (remember folks, apex predators! But Japan also has a unique Bear with a crescent-shaped tuft on its' throat. One way to determine an Japanese were-bear over a European, Russian-Asian, or American bear.
