SO busy with lots of stuff to take care of before I leave for Mechacon in the morning...

I was afraid of this. I was afraid you'd confirm that other werewolves can't engage Lee in one on one combat in Peter's stead. This greatly disturbs me because it implies that the choice of who is involved in the fight is left entirely to the hunter and that they can change targets whenever they want. Essentially this means that if Lee happened to spot a child werewolf accidentally revealing itself, which is pretty much exactly what happened, then he could come up and slice its head off and the pack can't do anything about it because "He kept to the rules."

However, I think I've figured something out. Of course I expect the hunters to believe in their eternal ignorance that every single werewolf is a dangerous badass, even now. The thing is, at the time these rules were made, the werewolves themselves may have agreed to them because they ALSO thought every werewolf was a dangerous badass because of all the infighting and killing they did among themselves.

It sounds like these rules are really outdated.

It also seems that the accords also limit the American Hunt in another way. While the zoanthrope community is loosely organized through codeword and word-of-mouth communications (a lot of Werebears & Coyotes keep the whole of the continent together just by way of a career in trucking), American werewolf Hunters are forced to work alone, and likely lack communication through any extensive network. Protestantism has influenced that as well, where as the Catholics used to have (and may still have) extensive organizations for Hunting, the exponential growth of separating religious doctrines and organizations in America guaranteed that a singular, dogmatic and well trained & supplied Werewolf Hunter army never arose. (A Frenchman observed long ago that France was "The land of one religion and fifty gravies, America the exact reverse."). That and raising a child to try and hunt werewolves in the modern age, where such religious extremes, if exposed, would likely to warrant a call from CPS, and Lee is likely a member of a dying breed of people who not only A: Believe in the literal existence of Werewolves, but B: are actively trying to kill them, for whatever reason. Of course, in Europe, beyond humans & zoanthropes, Protestants & Catholics were also quite happy killing each other in large numbers for hundreds of years. Add to that werewolf organizations in the employ of the church, like that Nancy Vulthar's ancestors belonged to, and you've got a really, really complex clusterfornication.

Does it still count as a failed attempt if the hunter is thwarted by their own family member? I still think that Juniper is going to come to Peter's aid.

So if a hunter shows up in town by himself, as Lee did, and all the local weres converge and kill him in blatant violation of the rules, how would the other hunters now about it?

I'm sure whatever the "rules" are Kris has a plan for how they're going to apply to the comic. I really don't think there needs to be much depth to them unless there's going to be more hunter characters besides Lee - and I hope there's not many more because the comic's format doesn't lend itself well to monster-of-the-week style stories.

With that being said though Kris, however the rules are intended to be used in the future it might be a good idea not to give too rigid details to them or else you'll have to listen to everyone whine if you get caught not following them to the letter.
