Bar-1 suggested this, and with Kris's forbearance; let me set the scene.
The Categories:
Opening Credits and Title.
The Chase: Peter is being chased by the Goon Suit Crew.
Confrontation: Peter tells Jean about what he and Sarah did, and Butch makes her entrance.
Sarah does her first Transformation; aka "Speilberg"
Battle and Reversal: The Wuff meets Butch, they fight, and the Sheriff shoots her. She awakens in Peter's bedroom.
The Elders discuss things and Butch's declaration.
The Lodge.
End of part one.

when you do a anime you let the artest to darw in the fun things from your manga but you can do live and live actshion animated but that wold be bad . ainme is the best bet for olc out and not making it like a tv show when you dont show the ideas chibi is the ; geting a flash movie out quick vp6 flash vido file
this is an idea for futher use on bord add if you like

is some one actually working on this or is this all just a lot of well thought out but wishfull thinking?

yeah that is a realy short amount of time for a scene doubt you could fit all that into that amount of time unless you hit super fast forword
well it looks like im homebound for... life
so im gonna whip out the old macromedia flash player and make like a little trailer. just for the hell of it

Well, in animation you use about three frames of film per single drawn frame. If your characters are just talking, it's possible (specially in a anime style) to get away with usinga blank face and just changing a cell overlay of diffrent mouth positions, which cuts down on frames needing to be drawn.
The 300 frames suggested by the one fellow was probably the drawn frames. Wouldn't be a good number for a feature film quality project but would be suitable for a say, TV episode of decent quality.

well your looking at it from a proffesional veiw. Wich is the most complecated. Keep in mind that bar1 wont have to do the animation since Comic character desighns are not the same as animation designs. wich is why x-men cartoons dont have all those likes like in the comic. there more simplified and better fit for a full turn around sequince.
using actual art animation techniques by painting cells would take a very very long time. fortunatly we have Macromedia flash! cutting down animation time greatly and making errors easy to repair. not to mention the over whelming wealth of animators that make countless short animations just for fun. alot of them with real tallent in frame by fram and actionscripting code work. Paying $300 to one for say the first chapter of PITW would be a far more then generous amount.
Ive made an example This is an advanced story bord of a short segment using very basic animation. and the VCam wich gives me camera like paning in a shot. to show you how long a few seconds realy is in animation
