There is another possibility here; look back at the beginning of the strip and we find that 1> 'Becca already had spoken with Peter BEFORE the story even begins, and on page three (I belive,) where We see her for the first time, she's 2> reminding him that tonight is the Howl and she intends to call him out.
Now, we
know what Gus's reaction would be, don't we.
I'll wager she was planning to use Peter to make her father decompensate (freak out) and die when he made a lunge at him.
'Cause y' know he would. He's just that crazy...and the Sheriff would have killed him right there and then; remember, he was reminding Gus just how tenuous his grip on life was with that Pack.
So...my take is that she was going to use Peter as a means of relieving herself of an annoying relative: Daddy. She does love him so, y'know.
Now, the next day, she's back at the Dressmaker's still working on costuming for herself (with explosive results). She's actually a bit poignant as she walks home to...Gus. And slavery. The amount of time involved between those scenes makes us
forget that there had been less than a day between our first meeting with her and the touching family scene at her home with her father.
My
guess is that were she to get Peter; she would try to make a subserviant man out of him, the same way her father raised
her.
That's ALL she has to go on. She doesn't know any other way. That's the tragedy called Rebecca; she doesn't know about gentleness, tenderness, or love, because she's never experienced them, and all her training would make her see these things as weaknesses. And Peter can't teach her any differently, because right now he's flailing around in a relationship he created by making a Thrall...and he's in over his head, there.
Peter ain't what she needs. She needs a mental makeover. The materials are there, we see them in her relationship with the Dressmaker, but that makeover would have to be administered by an authority figure, and reinforced repeatedly until it becomes a pattern of behaviour she can be comfortable with. Still, she will be like a Wolf/Dog cross. Dominance will have to be re-established regularly...and she'll never be really "sane" in either Werewolf OR Human terms. That's the sad part.
