Have you tried MSFHigh RPG system? That has a simple shapechanger facet that can be modified to create werewolves.
Also, Mutants and Masterminds is just as customizable as the Hero System, but without the need for a degree in calculus!

Hmm, be honest if I had to use a system for Peter is the Wolf I'd use "Teenagers from Outer Space". Pretty open ended, is basicly written for this sort of comedy and even if you don't like to use it, reading the source book is a laugh riot.

I've never heard of it, since I'm largely unfamiliar with all the kinds of paper RPGs out there, but I have heard of White Wolf Publishing.
